This position is located in the Office of the Director of the Veterans Affairs Hudson Valley Health Care System in Montrose, NY. The Program Specialist is considered a key staff member responsible for the organization and evaluation of administrative services essential in the effective operation of the Office of the Associate Director for Patient Care Services. The person in this position performs all administrative duties in support of the Executive Office. He/she is involved with administrative tasks related to personnel, financial management/budgeting, procurement and property management.
Major duties and responsibilities include:
Conducts special projects or studies to analyze, evaluate, and provide recommendations on administrative programs or issues;
Performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, special projects, or board/committee related work;
Manages, and prepares responses to correspondence for the organization;
Acts as a liaison with persons and/or groups within and outside of the organization;
Researches and analyzes administrative problems, issues, or program requirements;
Reviews information and applies standard analytical techniques, and develops recommendations to improve customer service;
Oversees all logistics planning and preparation for meetings, including scheduling, receipt of reports and data, mailings, travel, lodging arrangements, and special events;
Prepares and distributes approved agendas and minutes of various committee meetings;
Drafts initial or final correspondence and monitors such correspondence to insure that actions taken are completed accurately and appropriate procedures are followed;
Maintains the calendar for the Associate Director for Patient Care Services;
Maintains all paper and electronic files in the office and retrieves needed documents, reports and messages in a timely manner, as needed;
Exercises human resources responsibility by initiating requests for recruitment, interviewing and selecting employees, complying with EEO objectives; planning and assigning work, and maintaining accurate and current position descriptions;
Serves as the initial point of contact for all telephone and personal contacts;
Responds to contacts with information and assistance related to non-professional issues and refers them to the proper Executive Staff members as appropriate;
Receives complaints from patients and their representatives and addresses their concerns or refers them to the Patient Advocate or other appropriate staff member;
Communicates regularly with the Associate Director for Patient Care Services and Associate Chief Nurses and keeps them informed of special requests and/or instructions, new or revised policies and procedures and specific actions required in response to inquiries or issues, and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm.
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Specialized experience includes: performing analytical, evaluative, and advisory work; organizing and evaluating administrative services essential to the effective operation of an executive office; providing high level administrative support; preparing a variety of reports, forms, and correspondence; tracking various types of information to provide status updates and ensure deadlines/due dates are met; utilizing Microsoft Outlook, PowerPoint, Word, Access and Excel to accomplish administrative duties. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. To receive credit for these skills, they must be documented in your resume.

SUBSTITUTION OF EDUCATION: A master's degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B., J.D. from an accredited institution that demonstrates your ability to perform the duties of this position may be substituted for the experience required at the GS-09 grade level. Eighteen (18) semester hours is usually considered equivalent to one full year of study. If you are using education to qualify, transcripts are required.
OR
COMBINATION: A combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position is fully qualifying at the GS-09 grade level. For the GS-09, only graduate education in excess of one year of study (18 semester hours) may be used to qualify. If you qualify by a combination, your experience must be documented in your resume and transcripts are required.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office. Position may require occasional travel.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
